The Northern Cape Provincial Government led by the Premier, Dr Zamani Saul, today had a follow up meeting with community representatives known as the People’s Forum. This follows a request by these community representatives to engage the Premier and the Sol Plaatje Municipality on their plans in assisting the municipality with the service delivery challenges and the intervention announced by the Provincial Government. Joining the Premier in the meeting were the MEC’s for the Department of Roads and Public Works, Transport, Safety and Liaison and Health, the Director General and senior government officials. Accompanying the Mayor were members from the Mayoral Committee and Executive Managers from the Sol Plaatje Municipality.

The aim of the meeting was to present the plans of the Implementation Task Team, which is a joint plan between the Provincial Government and the Sol Plaatje Municipality to address the short term challenges and work towards long term solutions to speed up service delivery in this municipal jurisdiction.

This office also notes with disappointment the many negative comments; in some cases from clandestine accounts, on social media. Premier wishes to make it pertinently clear that he has always promoted and encouraged dialogue with any person or organisation with a genuine and vested interest in building a modern, growing and successful province and city.

As Provincial Government we welcome the request made by these community members to form part of the intervention as well as their upfront declaration that they do not see any progress in destruction and vandalizing of property as a means to make their voices heard. Community members were allowed an opportunity to present their unique concerns as per their areas. The Premier calls on community members who are of the view that they are acting in the interest of the community to join the forum so that we can jointly ensure that we restore the dignity of the city and ensure that all our citizens have access to quality basic services.

In order to ensure that the process is as transparent as possible, a community Steering Committee has been established that will receive weekly reports on progress made on the intervention programme and the plans for the week that follows. Dr Saul reiterated Government’s commitment to see the successful rollout of the programme and called on the Municipality to be responsive and understanding to the calls of the community. Government will continue to work with anyone that has the genuine concern of communities at heart and wishes to see a difference in the areas where they reside.

The Premier of the Northern, Ms. Sylvia Lucas, joined by Members of her Provincial Executive, met with the General Manager of Eskom for Northern and Western Cape, Mr. Alwie Lester, today in order to seek out ways to come to an agreement that would not foresee any municipal electricity disconnections again. After a lengthy discussion a proposal was made by the Premier that Eskom allows Provincial Government to engage with the five municipalities so as to seek a lasting solution that ensures that Municipalities commit to pay Eskom an amount that is realistically affordable and that they hold to this payment plan. Ms. Lucas is of the view that if such an agreement can be reached we will not have any future disruptions in the power supply and it will result in a win-win solution for both parties.

The matter relating to electricity disconnections is not one that affects only the Northern Cape and for this reason Eskom requested an opportunity be granted to them to revert back to their senior management with the proposal of the Provincial Government. The result of these discussions will be made available towards the end of the week. The Premier stressed once more that the electricity consumers are our main priority and we want to facilitate a viable solution that is realistic and affordable for the Municipalities and that sees no parties losing out on the agreement. “As Provincial Government we have the responsibility to ensure that Municipalities must fulfill their obligation and that we emerge with an agreement that is mutually beneficial,” stated Ms. Lucas.

The Premier of the Northern Cape Dr. Zamani Saul, on behalf of the Provincial Government, wishes to express our sadness on the passing of our Human Treasure, an activist of note in fostering social cohesion, cultural diversity and the spirit of Ubuntu in our country’s diverse society, Ubaba Credo Mutwa.

Like many of his peers who were affected by the socio-political impact and planning patterns of the apartheid regime, Credo Mutwa sacrificed his time, leisure and family in the fight against apartheid.

Ubaba Credo Mutwa played an indelible role in both the liberation and development of our country and to this we owe him an immeasurable debt of gratitude. He leaves behind a proud legacy of steadfastness, resilience and selflessness and we are grateful for his exceptional and outstanding contribution and sacrifice to the liberation struggle.

His legacy is engraved in the minds and societal fibre of our people through the enormous contribution he made to conscientize society to appreciate their Africanism. Baba Credo Mutwa was a well-renowned writer, storyteller, artist and iSanusi. He was also viewed as one of the custodians of African Heritage, particularly South African Heritage. He played a fundamental role in the preservation and transmission of Cultural Heritage.

We will make an application to the President that Ubaba Credo Mutwa be accorded a Provincial official funeral.

At this hour of great loss, our thoughts are with his family and friends and all those who have been touched by his life. Our sincerest condolences to the Mutwa family as well as everyone who has come to know; love and respect this remarkable man.
