Northern Cape Provincial Government Welcomes SKA Decision

We, the government, and people of the Northern Cape welcome the decision that was taken by the Square Kilometre Array Organization in the Netherlands.
We realize that it might not be an ideal decision, but based on the collective wisdom of the SKA Board, we believe that it is an appropriate scientific decision. This decision comes at a time when Africa is celebrating the 49th Anniversary of the launch of the Organization of African Unity, which is today known as the African Union.

The decision for a dual site solution in essence still provides Africa with a victory, because of the fact that majority of the dishes would be located within the African site. More than 70% of the telescopes will be located within Africa. This element of the decision reaffirms our collective view that indeed Africa is an ideal site to host the SKA. It further emphasizes the fact that Africa has the potential to make significant scientific breakthroughs.

We need to further highlight that the greater part of the telescope has been allocated to the South African site, due to the ideal and excellent environmental conditions.

As a province we are grateful that we could respond to our national government’s call to become the host province to a project of this magnitude. This gigantic project has and will create both direct and indirect opportunities for the people and businesses in the region and province as a whole, especially the youth who can pursue skills in the fields of Science, Engineering, Technology, Artisanry and so on. We, the people of the Northern Cape will continue to make sure that the generations to come will reap the benefits that are brought about by a project of this nature.

We are proud as the Northern Cape Province, following our active involvement since 2006, in the development of the Karoo Array Telescope (KAT7) and the MeerKAT and our inputs into the overwhelmingly successful bid documents. We thank our Provincial Government Departments for their participation in ensuring a successful delivery of the KAT7.

The 25th May 2012 will forever go down in the history books that South Africa and Africa has affirmed its ability of being an ideal place for scientific achievements and breakthroughs. The Northern Cape has through SALT, KAT7 and MeerKAT proven that we have the potential to be an astronomy hub, where various scientific accolades can be achieved, in the world. We have no doubt that the SKA (South Africa) team will continue to amaze the science world on what it is capable of.

We wish to express our appreciation for the leadership of President Jacob Zuma and the Minister of Science and Technology, Naledi Pandor, for the sterling job they have performed. We further wish to acknowledge and appreciate the high level of collaborative efforts between the National, Provincial and Local Government spheres.

Northern Cape Provincial PFMA Audit Outcomes 2021-2022

The Premier of the Northern Cape, Dr Zamani Saul, and Members of the Executive Council today joined the Auditor General of South Africa (AGSA), Ms Tsakani Maluleke, for the annual Public Finance Management Act (PFMA) roadshow announcing the Provincial 2021/22 audit outcomes. Premier Saul welcomed and is greatly pleased with the improved audit outcomes as it bears testimony to the success of the intervention programmes by Provincial Government to improve the general administration of government resources.
 
The Premier together with the Members of the Executive Council is satisfied and optimistic about the audit outcomes and this can be attributed to the revival of the Operation Clean Audit (OPCA) committee with their specific emphasis on improved audit outcomes. The committee is chaired by the Director General, supported by the Heads of Departments (HOD’s) of the Department of Cooperative Governance Human Settlements and Traditional Affairs (COGHSTA) and Provincial Treasury (PT). Key officials at the Provincial Treasury in the Financial Governance Division, led by the Provincial Accountant General provide technical support to OPCA. Senior managers and managers at the Auditor General of South Africa’s (AGSA) form part of this structure to provide certain insights.
 
In order to give further support to the Provincial Departments, the Provincial Treasury has appointed Champions in the form of senior managers to assist and support all the targeted departments for clean audit outcomes.
 
Audit outcomes
 
Stemming from these measures; three (3) departments namely Office of the Premier, Provincial Treasury and the Department of Social Development maintained clean audits; two Departments reported improvements, with the Department of Sport, Arts and Culture entering the clean Audit space for the first time bringing the Provincial total of Clean Audits to four (4). The Department of Transport, Safety and Liaison improved from the Qualification space to Unqualified after years in the Qualified space.
 
We pride ourselves in the fact that the Office of the Premier, Provincial Treasury and Social Development managed to maintain the clean audit status for the fourth year in a row and that another Clean Audit was registered.
 
 
Six (6) Departments namely COGHSTA, Economic, Development and Tourism, Education, Transport, Safety and Liaison, Roads and Public Works and the Provincial Legislature obtained Unqualified Audit outcomes with findings. Though being unqualified with findings we firmly believe that the technicalities that resulted in the opinion will be adequately addressed in the 2022/23 cycle.
 
Only two (2) Departments namely Agriculture, Environmental Affairs, Land Reform and Rural Development as well as the Department of Health received Qualified Audits. 
 
Worth noting is that remarkable progress is being made with the intervention programme in these departments. To this end at the Department of Health; in the management report issued to the Department in this audit cycle, the AGSA reported an improvement in the creditor payment period from 94 days in the 20/21 financial year to 64 days in the 2021/22 financial year.  This is an improvement worth mentioning. We are aware that this is still way above thirty days, but it’s a move in the positive direction. There was no unauthorized expenditure (Over expenditure of DOH budget); which is the first in years. The department spent 99% of its budget. There was a significant decrease in accruals in the 2021/22 financial year when compared to the prior financial year. 
 
This is the fourth year in a row where the Auditor General has not expressed any disclaimer of opinion on the financial statements submitted by provincial departments.  
 
Premier Saul welcomed the fact that the Auditor General found major improvements in our Performance reports. We can only from here on build on these achievements. Premier Saul recommitted the Executive and the Provincial Administration to exercise accountability, compliance and transparency in the execution of their duties. Dr Saul further expresses his appreciation to the Auditor General for the professional relationship that exists between the Office of the AGSA and the Provincial Administration.

Northern Cape, Provincial Information Society Strategy Stakeholder Session

The Northern Cape, Provincial Information Society Strategy Programme in the Republic of South Africa (INSPIRE) is nearing the completion of its work to develop an Information Society Strategy for the Province. Since 2008, with technical assistance from the Government of Finland, a re-iterative developmental approach, supplemented with a foresight methodology, has resulted in the first Information Society Strategy for the Province of the Northern Cape.

As a way of working towards the successful completion of the Strategy, the draft strategy will be engaged upon by relevant stakeholders in the Information society environment for their input. This session will take place as follows:

NORTHERN CAPE SOPA 2025

On March 6, 2025,Northern Cape Premier Dr. Zamani Saul delivered the state of the  Province Address (SOPA) at the Mittah Seperepere Convention Center in Kimberley.

The address focused on several key priorities for the Province including:

Infrastructure Development: Plans were outlined to upgrade the Upington airport to enhance its status as a central transport hub. Additionally a R2.5 billion investment in water infrastructure in Sol Plaatje Municipality aims to address ongoing water crises and transform Kimberley into a major construction site.

Renewable Energy initiatives: The Premier highlighted the importance of upgrading the power grid through investments from Eskom, positioning the Province as leaders in renewable energy and the green economy.

Economic Growth and Job Creation: The provincial government plans to stimulate the economy by focusing on job creation especially in sectors such as mining, agriculture, and infrastructure. This is part of a broader strategy to reduce poverty and unemployment. Additionally, the Northern Cape aims to leverage the State-Owned Construction Company to establish a large-scale construction hub, providing more jobs and growth opportunities for the province.

Education and Healthcare: The Premier outlined the efforts to enhance education and healthcare services, including the construction of new schools and health facilities, as well as improving the existing services to better meet the needs of communities.

Overall, the address aimed to create a vision of a more prosperous, equitable, and sustainable Northern Cape, with  concerted efforts in education, health, economic development and social justice.

NSG HOSTS ETHICAL LEADERSHIP AND OVERSIGHT INDUCTION FOR NORTHERN CAPE MECS

The National School of Government is conducted a three-day induction programme for Members of the Executive Council of the Seventh Administration in the Northern Cape. 

This programme focussed on ethical leadership and executive oversight. In attendance were the Director General, Heads of Departments, and Chief Financial Officers.

The Ethical Leadership and Executive Oversight Programme is designed to assist members of the Executive in dealing with and managing various ethical challenges. Its objective is to promote a culture of effective oversight and moral leadership as outlined in the Constitution, the Executives Ethics Code, the PFMA, MFMA, and other relevant regulations.

The Premier, Dr Zamani Saul, in his opening address, encouraged Members of the  Executive Council and Senior leadership in the Administration to work harder in accelerating the pace at which services are delivered in order to gain a trust relationship with our people.
