Shova Kalula Bicycle Hand Over

Premier Dr Zamani Saul and the Minister of Transport, Mr Fikile Mbalula handed Shova Kalula bicycles to five schools in De Aar on Monday, 24th February 2020 and were joined by the MEC of Education, Mr Jack as well as the MEC of Transport, Safety and Liaison, Ms Vilakazi.

The Shova Kalula bicycle programme is an initiative of the Department of Transport and is aimed at assisting leaners who walk long distances to school to access basic education. Monwabisi High School received 35, Veritas High School 91, Wilie Theron Primary School 55, St John’s Primary 25 and Orion High School 43 bicycles, bringing the total number of bicycles to 249.

The overall number of bicycles which will be distributed across the Province is 500 and all packs include a reflector jacket, helmet, lock, portable tool kit and a pump while the school also receives a larger maintenance and repair tool kit.

Identified learners also received school uniform and learner’s licences to Grade 11 and 12 learners who participated in the Department’s learner licence programme.

State Law Advisors Forum

State law advisors gathered at the Interprovincial forum hosted by the Northern Cape Office of the Premier in Douglas on the 18 and 19 October.

State law advisors from various provinces and departments converged to share their extensive knowledge on successes and challenges experienced by state legal services units from across the country.

The Deputy Director General from the Office of the Premier, Ms Gugulethu Matlaponane, delivered the key note address, encouraging members to reflect on their role as a sector and its relevance to the broader South African community.

Matlaopane remarked that state law advisors should act lawfully and with integrity in advising state employees to reduce the number of litigation cases and thereby reducing the costs government has to incur in the process. “Every time cases are lost, government loses money. State lawyers should act ethically and stand firm under any pressure they are faced with.”

Issues of litigation cases were discussed in depth with solutions for ways to curb the number of cases by working with state employees on improving service delivery. The different provinces also discussed issues around the principle of following the departmental mandate and the specialised functions thereof in state advisors executing their tasks.

Matlaopane concluded, “Stay relevant and remain informed about the legalities of state decisions and laws that regulate issues. We can only improve ourselves armed with the outcomes of this forum’s expertise and knowledge.”

The swearing in of the New MEC for Youth,Women,Disability, Communications and e-Government in the Northern Cape.

The main responsibility of this Ministry's E-Government mandate is to oversee the
establishment of a network infrastructure that would link government buildings, primarily including schools and hospitals. It will work to construct an e-governance structure to direct priorities, policies, standards, and regulations as well as an enabling platform and support service allowing the Northern Cape Provincial
Government Departments to deliver e-government services.
It will also encourage public and private partnerships for the creation and introduction of e-government services, which will help to stimulate the ICT economy.

Statement by the Premier of the Northern Cape, Dr Zamani Saul, on the announcement of the Members of the Executive Council

Following my inaugural address yesterday, I committed to make known today men and women with courage, who are norm-breakers, astute and hardworking. They should not join the Provincial Executive to maximise their personal benefits but should put the interest of the people first and meet the highest, ethical and service delivery standards in the conduct of their work.

This is in line with my vision and seriousness to build a Modern, Growing and Successful Province and therefore I will not comprise on the calibre of people.

In appointing these MECs I am mindful of the serious reminder by our Honourable President Cyril Ramaphosa, when he states that, “South Africa needs honest leaders of the calibre of the late Mendi Msimang. As our people have realised, and as our movement has acknowledged, there are those among us who seek positions of authority not to serve the public good, but to advance private interests. There are those who are prepared to undermine the institutions of our young democracy, to subvert the rule of law and to steal from the people to enrich themselves.

Given these considerations the following members have been nominated to serve the people of the Northern Cape in the following portfolios and responsibilities:

Sport, Arts and Culture – Ms Berenice Sinexve
Transport and Safety Liaison – Ms Nontobeko Vilakazi
Finance, Economic Development and Tourism – Mr Maruping Lekwene
Health – Ms Mase Manopole
Cooperative, Government, Human Settlement and Traditional Affairs – Mr Bentley Vass
Education – Mr Macollen Jack
Land Reform, Agriculture and Nature Conservation and Environmental Affairs – Ms Nomandla Bloem
Roads and Public Works – Mr Abrahams Vosloo
Social Development – Ms Barbara Bartlett

They will be sworn in by the Judge President of the Northern Cape High Court Division, Judge Pule Tlaletsi, at 12h00 today.
