Programme 3: Policy and Strategic Services

The purpose of this programme is to co-ordinte and facilitate intergrated plannig for all spheres of government, as well as monitoring and evaluating of Intergovernmental Relations policy and programme implementations.

The programme consists of the following sub-programmes:

Special Programmes

Special Programmes consists of the following sub-units:

  • Office on the Status of Women (OSW)
  • Office on the Rights of the Child (ORC)
  • Office on the Status of Persons with Disabilities (OSPD)

Intergovernmental Relations

The Intergovernmental Relations (IGR) Unit renders supporrt to the Premier to enable government to gear itself towards an intergrated, co-ordinated service delivery through intergoernmental relations.

Provincial Policy Management

  • Policy and Planning - The Policy and Planning Unit on all aspects relaed to policy co-ordiation, intergration research development, and implementation and manages special crosscutting programmes and projects.
  • Special Projects and Government Programme of Action - Responsible for consolidating and summarising information to enable Premier and Director General to report on special projects and performing high level co-ordination functions.

Traditional Leadership and Institutions

The role of this unit is to render efficient and sufficient managemnt, administration and financial support to monter departmental implementaion of policies and programmes relating to Traditional Leaders.

Programme 2: Corporate Services

The main purpose of this programme is to provide corporate support services to the Office of the Premier as well as coordination and management of the special national programmes.

Corporate support is made up of four sub programmmes:

Strategic Human Resource Management
The objective is to provide strategic direction, leadership and advice with respect to Human Resource Management within the Northern Cape Provincial Government.

The sub programme consists of five divisions:

  • Human Resource Administrtion
  • Human Resource Development
  • Labour Relations
  • Efficiency Services
  • Employee Health and Wellness Programme

Communication
The role of this unit is to manage and promte the Northern Cape Provincial Government's corporate idntity, provide professional media services, ensure accessibilty of government to the media and the public, develop and implement government communication strategies and promote development communication at all levels. This unit is responsible for the effective management of communication in the Northern Cape Provincial Government.

Information Technology
The strategic objectives supporting this unit are: Developing innovative and unque strategies to deliver on the unit's transversal and oversight role in relation to other IT units in the Provincial Government. Developing Information Technology policy and standards onbehalf of and with other provincial IT units. Developing a road map for the Thusong Centres implementation through interaction with District and Local Munciplalities which will more clearly define roles and responsibilities in the Thusong programme.

Community and Political Involvement

Ms Sylvia Lucas became involved in political activities in 1980 whilst schooling at Carlton van Heerden high school in Upington

1983 – 1995 As a community Activist was part of leading the rent boycotts in Rosedale community, Upington.

As ANC leader in the branch formed part of the delegations to the Transitional Council to ensure communities get prepaid electricity when they could not afford conventional electrical power.

Initiated the Oasis Centre for People with disabilities under the banner of the ANC Women’s League during late 1990's.
Founding member of Radio Riverside community radio in Upington area.

Served as Executive trustee of the Northern Cape Educare Trust and a trustee member of the Ikemeleng Trust that served Free State and Northern Cape.

Programme 1: Administration

The aim of the programme is to provide the Office of the Premier with strategic leadership, executive council suport services, director general supoort services and financial services.

Administration is made up of four sud-programmes namely:

Premier's Support
Provide technical administrative support to the Premier to ensure fulfilment of her Constitutional mandate.

Director General's Support
Sub programme provides support to the Director General and consists of the following units:DG Support Office, Internal Audit Unit and Security and Records Management.

Executive Council Support
Provdes services to the Executive Council and its various clusters.

Financial Management
Sub programme ensure effective and efficient management of finance resource allocated to the department
